About MzansiXchange
What is MzansiXchange?
MzansiXchange is a national data exchange initiative to create an integrated data ecosystem that supports effective planning, policymaking, reporting, and service delivery. At its core, it curates, integrates, and makes accessible a wide range of data for the public good.
The initiative addresses key challenges in South Africa’s data landscape, where information is often siloed, fragmented, not interoperable and difficult to access. MzansiXchange addresses these gaps by enabling secure, structured, and coordinated data sharing across government.
Origins of the MzansiXchange Initiative
Previously known as the South African Integrated Data Lake (SA-IDL), the MzansiXchange builds on two foundational initiatives:
- National Treasury Secure Data Facility (NT-SDF): Established through a collaboration between the National Treasury , the South African Revenue Service (SARS), and the United Nations University World Institute for Development Economics (UNU-WIDER), under the Southern Africa – Toward Inclusive Economic Development (SA-TIED) programme. For over a decade, the NT-SDF has provided de-identified administrative tax data for research, often serving as the only source for evaluating key policy questions. It represents the longest-running micro-level panel tracking firms and individuals in South Africa’s formal sector.
- Spatial Economic Activity Data South Africa (SEAD-SA): Developed by the National Treasury’s Cities Support Programme (CSP), SEAD-SA spatialised NT-SDF tax data to produce sub-national indicators. This enables provinces and municipalities to access detailed economic insights for planning and decision-making.

Improving the Lives of Our Citizens
- One platform for all services – Supports the MyMzansi initiative, allowing citizens to access services through a single digital entry point.
- Personalised support – Enables tailored recommendations, such as job opportunities or training, and allows citizens to book appointments for in-person services.
- “Enter data once” – Citizens provide their data once; government departments reuse it securely in future, speeding up applications and reducing administrative burden.
Expected Public Value
Estonia saved an estimated 1345 years of work time in one year by streamlining data exchange. In 2023, Brasil saved R4+ billion from their data exchange. Benin onboarded over 300 data services in the first five years of operation.

MzansiXchange and the Digital Transformation Agenda
MzansiXchange forms part of South Africa’s broader shift toward Digital Public Infrastructure (DPI), as outlined in the Digital Transformation of the South African Government Roadmap. This roadmap falls under Operation Vulindlela Phase II, a public-sector reform programme, led by the Presidency and the National Treasury. The Digital Transformation Agenda is overseen by an Inter-Ministerial Committee (IMC) and coordinated through an Inter-Departmental Working Group (IDWG), chaired by the Presidency and co-led by the National Treasury and the Department of Digital Communications and Digital Technologies. The IDWG ensures alignment across government departments, entities, and stakeholders, driving delivery and monitoring progress.
